I have bleached blonde hair, it's very light blonde but I wanted to use a toner to make it white.

Is the Manic Panic one the best? It looks quite good.
Do I need a semi permanent or permanent one?

Manic Panic is a GREAT brand. If you want it white, then go with permanent, i think. [[also I think white hair would look great with coloured frosted tips xD]]
