my hair is bleach blond on top from lightening it and the bottom is just a little darker,i want to bleach the bottom using white toner because it is supposed to lighten hair, but will it work?

well when i get my hair bleached out they bleach the hair and then use a toner just so it doesnt turn a horrible orangey color. toner only evens out the color and prevents the color fro turning. so to answer your question, you can not use toner.

No...You can't color hair with toner. A toner takes out the unwanted tones.
